The administrative organization and some principles
The administrative organization is governed by certain principles, the first of which is that of subsidiarity art. 313 of the Treaty on European Union, the Union itself, but of wider application

In the traditional organizational model, predominant figure is that of the Ministry. In it, in countries with a parliamentary system, is implementing the “continuum”-people-management-government parliamentary majority.
